How long should Summer Vacation be?

In the last week of July my neighbor's son already had his backpack by the door. Meanwhile his cousins outside Providence had six more weeks of summer ahead of them. Same country, same rough 180-day school year, two very different summer vacations. Parents notice the mismatch and ask themselves: which version is right?

The Farm-Work Explanation is Backward

Nearly every debate about summer break opens on the same premise: schools empty out because children were once needed for planting and harvest. Historian Kenneth Gold, of the College of Staten Island at the City University of New York, argued close to the opposite in School's In: The History of Summer Education in American Public Schools (Peter Lang, 2002). Nineteenth-century rural districts commonly ran two short terms, one in winter and one in summer, and closed during spring planting and fall harvest, which are precisely the weeks a farm needs hands. Children in farm country often had school in summer.

The long summer vacation we see today came out of cities. Gold points to a convergence of urban pressures late in the century: reformers wanted one calendar that rural and urban schools could share, city buildings were miserable in July heat before air conditioning, epidemic disease made crowded classrooms frightening, wealthier families left town for the season, and a fashionable medical theory held that too much study damaged children's health. Urban schools were not short on days. New York City ran 248 school days in 1842.

Gold's framing is the useful part: "The whole idea of an agrarian calendar makes it sound like it was an unthinking decision but the current school year was really a conscious creation." That carries policy weight. If summer is an accident left over from agriculture, shortening it is housekeeping. If it was designed, the design had goals, and anyone changing it owes an account of which goal they are trading away.

What Cooper's 1996 Meta-Analysis actually found

The case for a shorter summer vacation rests on two pillars. The first is a meta-analysis by Harris Cooper and colleagues in Review of Educational Research in 1996. Reviewing 39 studies and pooling the 13 most recent, they estimated an average summer loss of about one month on a grade-equivalent scale, larger in math than in reading and largest in computation and spelling. Middle-class children appeared to gain on reading-recognition scores over the summer while lower-income children lost ground on them.

The second is the Beginning School Study, which followed Baltimore first-graders from 1982 under Karl Alexander, Doris Entwisle and Linda Olson at Johns Hopkins University. Its headline finding, recycled in a decade of op-eds and grant applications: the gap between low- and high-income students more than tripled between first and eighth grade, and essentially all of the widening happened over summers. Summer, on that account, explained about two-thirds of the eighth-grade gap.

Why von Hippel says much of that is a Measurement Artifact

Paul von Hippel, professor and associate dean for research at the LBJ School of Public Affairs at the University of Texas at Austin, spent years trying to reproduce those results and could not. The problem he lays out in his 2019 Education Next essay is scaling. The Baltimore cohort took a version of the California Achievement Test scored by a 1920s method, Thurstone scaling; in 1985 the test moved to item response theory. The older scale spread scores apart as children aged, manufacturing gap growth the newer scale does not produce. Rescored the modern way, he estimates, the original data would have shown no gap growth at all. His summary line: "It is almost surely not the case that summer learning loss accounts for two thirds of the achievement gap at the end of eighth grade."

A 2023 paper in Sociological Science by Joseph Workman, von Hippel and Joseph Merry tested the standard summer findings against three datasets tracking elementary students through the 2010s. Most patterns did not survive the move from one test to another. Summer losses looked substantial on some assessments and slight on others. Gaps by income, race and gender widened on some tests and held flat on others, and where they widened they did not reliably widen faster over summer than during school.

My reading, marked for how far it goes: something probably happens to some skills over ten idle weeks, and the math result is the most durable piece of the old story. The size of that effect is not established, and neither is the claim that summer drives the income gap.

Year-Round Calendars move the same 180 Days around

The reform that follows from the summer-slide story is the year-round or balanced calendar, and it is widely misunderstood. Almost no year-round school adds instruction. The common 45/15 design keeps four nine-week quarters of 45 school days each, separated by 15-day breaks in fall, winter and spring, with a summer of roughly six weeks. The annual total still lands in the usual 175 to 180 range. This is redistribution, not addition.

Von Hippel and Jennifer Graves reviewed that evidence in Education Next in 2023 and found no achievement benefit, with some studies showing small harm: scores slipping one to two percentile points when districts converted. The mechanism is intuitive. Year-round students learn more across the summer months, because they are in school then, and less across the rest of the year. The twelve-month total comes out even.

The calendar-shape debate is the school-start-time debate inverted. On start times the research is reasonably clear and districts keep declining to act on it. On calendar shape the research is thin and districts are urged to act anyway.

What fills the Summer matters more than its Length

If the shape of the calendar does little, the contents do more. This is where income shows up plainly: books in the house, a library card somebody uses, day camp, a grandparent home at two in the afternoon, a program that serves lunch. Eleven weeks of swimming lessons and eleven weeks of an empty apartment are not the same summer, and no calendar change touches that.

The evidence on programming is real and modest. The RAND Corporation's National Summer Learning Project randomized voluntary district summer programs in Boston, Dallas, Duval County in Florida, Pittsburgh and Rochester. Its 2020 report Every Summer Counts found a near-term benefit in mathematics that faded by fall, with more durable gains concentrated among students who attended consistently. Programs help the children who show up, which makes attendance and transport the design problem.

Meals are the concrete version of the same gap. States that feed every student free during the school year hit a cliff in June, when cafeterias close and summer meal sites reach a fraction of the same children. Changing the length of the break does nothing about that. Funding the sites does. Nor should the answer be more paperwork sent home: the evidence for homework below sixth grade is weak enough that a summer packet is unlikely to fix anything.

The Two American Summers

Most states set a minimum near 180 instructional days. The statutory range runs from roughly 160 days in Colorado to 186 in Kansas for most grades, with about thirty states landing exactly on 180. That leaves about ten to eleven weeks of summer, long by the standards of peer countries, most of which run six weeks or so and compensate with longer autumn and spring breaks.

A 2023 Pew Research Center analysis of 1,551 districts mapped where those weeks fall. In Arkansas, Louisiana, Oklahoma and Texas, 94 percent of students returned between August 7 and August 18. In the East South Central states, more than two-thirds started the week of August 7. In New England almost nobody returned before the week of August 28, and in New Jersey, New York and Pennsylvania, about three-quarters waited until after Labor Day.

None of those tradeoffs are achievement tradeoffs. Early starts buy a clean first semester and a longer runway to Advanced Placement exams, at the cost of running buildings through the hottest weeks of the year. Post-Labor Day starts keep those weeks empty and match the camp season, at the cost of a semester straddling winter break.

Teachers sit in the middle. A ten-week break is long enough to hold a real second job, which for many is not optional, and a six-week break under a balanced calendar quietly removes that income. Districts converting calendars rarely price it.

Where I Land, and how sure I am

There is no research basis for declaring one start date optimal. Nobody has run that study, and the nearest thing to it, the work on year-round conversions, comes back near zero. A confident claim that late July or post-Labor Day is correct is a preference wearing a lab coat.

What I would defend is narrower. A summer of about eight to ten weeks is a reasonable landing spot: long enough for rest, camps, family time and the unstructured hours older children need, and short enough that a district can fund real programming across the whole gap rather than a two-week token. The programming carries what evidence there is, and it should be built for the children whose summers are otherwise empty. Whether those weeks fall in June and July or July and August is a local question about heat, buildings and budgets.

This is a judgment call made on weak evidence, not a proven optimum. We know the origin story is wrong, we know the reform does not work, and we do not know the right length.

For one child rather than a district, the question is more tractable. A summer plan built around two or three named skills beats any calendar argument, and our guide to academic recovery after a rough semester covers how to pick them.
