Teachers at 17 JCPS schools lost thousands in stipend pay days before school starts
Jefferson County teachers expected the high-need school stipend to phase out slowly. Instead, 17 schools serving nearly 12,000 students were dropped entirely, and the district and the union don't agree on why.
