One school per state, the biggest comprehensive public high school by enrollment, from Brooklyn Tech's 5,848 students down to Vermont's 1,251. The pattern tracks population growth almost perfectly: Sunbelt and large-suburban states produce 4,000-plus flagships, while rural states top out near 2,000.
